Committee Introduction
The Security Council is composed of fifteen members, five of them being permanent, and ten of them being non-permanent members. The non-permanent members are elected by the UN General Assembly for a two-year mandate, and five are replaced after a year.
Peace and security — terrorist acts committed in the United States
On September 11, 2001, the world witnessed the deadliest terrorist attacks in history when hijacked planes struck the World Trade Center in New York and the Pentagon in Washington, D.C., killing nearly 3,000 people and shaking the foundations of international security. The following day, the United Nations Security Council convened in an emergency session to address the unprecedented assault, grappling with questions of collective security, the definition of terrorism, and the appropriate global response. Delegates in this historical simulation will step into that pivotal September 12 meeting, tasked with balancing immediate condemnation, support for the United States, and the broader implications for international law, state sovereignty, and the global campaign against terrorism.

Welcome to CAUMUN 2025 - world in crisis, the largest MUN conference in the history of the Caucasus.

As members of the Historical Committee – a Security Council taking place on 12 September 2001, you will be addressing the immediate aftermath of the September 11 terrorist attacks on the United States, which claimed nearly 3,000 lives and shook the foundations of global security. The Council is tasked with formulating an international response to an unprecedented act of terrorism, balancing questions of solidarity, international law, and collective security.

Remember, that at an MUN conference, you must first and foremost push for your country’s interests on the global stage. As such, this document is not an all comprehensive guide, but a general overview of our topic to be crowned with your own extensive research.
